### Lot Information

Lot 1

Renfrewshire Council is using the open tender procedure to procure a commercial property consultant to support to Council to procure a private sector partner for development AMIDS site. The scope of services include but are not limited to: To review existing work to date, including commentary on approaches, risk, masterplan and advise any further thoughts the Council should consider prior to undertaking further work; including further studies (if required); To prepare a financial model to support the option analysis and business case which includes the projected returns to the Council under each option; the investment (if any) beyond land value, where necessary commentary on the accounting impact of funding and investment options; Fully brief the City Deal team on the recommended approach for procurement, the information required and the timescales; Work with the City Deal team to draft, review and finalise the appropriate documents to allow the opportunity to be brought forward including recommendations on the optimum form of the structure of delivery solutions; Attending and participating in 3 or 4 internal RC workshops with the Chief Executive and senior management team to update and advise at different stages of the procurement process; Assist the RC City Deal team during the procurement process, assessing submissions, drafting/ contributing to clarifications and responses to questions and advising the Council during dialogue with interested parties; At the end of this process, participating in evaluation panel to collectively recommend a preferred Tenderer; Provide advice to the Council in securing the required agreement to proceed with preferred Tenderer, including advice on areas of negotiation, financial appraisals and further advice as required. Prepare a Red Book valuation of the AMIDS site prior to appointment of the private sector partner; and Provide run off advice as required.

Renewal: Options of extensions should the Council require appointed Consultant's support during development set up/ implementation phase. Any extensions will be applied in accordance with the terms and conditions as contained in the procurement documents.
