The full scope of services are described in the procurement documents contained in the PCS-tender system. ### Lot Information Lot 1 Renfrewshire Council is using the open tender procedure to procure a technical consultant to support to Council through the detailed project development phase of the AMIDS District Heating Network project. In September 2019, the Low Carbon Infrastructure Transition Programme (LCITP) - a Scottish Government and European Regional Development Fund programme - issued a funding invitation aimed at "accelerating the delivery of large scale innovative low carbon heat infrastructure projects that support the ambitions for Scotland to achieve net zero emissions by 2045" Renfrewshire Council submitted an application which has successfully progressed to the 'final stage' of independent technical and financial due diligence and for this we require to progress with the DPD phase in order to enable an offer of capital funding for the project. The scope of services include but are not limited to: General support for Detailed Project Development Development of Detailed Technical Requirements Development of Commercial and Financial Models Development of Business Case (Investment Grade Business Case (IGBC) Full scope details are included in the procurement documents contained in the general attachments area on the PCS-tender system. Options: In accordance with Regulation 6 of the Procurement Regulations (Scotland) 2016, Circumstances in which a contract can be awarded without competition, Renfrewshire Council reserves the right to use the negotiated procedure to award a further contract to the appointed Consultant for similar services such as site supervision services where it represents best value for the Council to do so at the time the services are required.
