## Summary

The procurement process for the "Emergency Contract for Processing & Treatment of Mixed Recyclate" was conducted by West Dunbartonshire Council, located in Dumbarton, UK. The contract falls under the industry category of general public services, specifically addressing waste management. The procurement method used was a limited procedure, with an award issued on 15 May 2020. The council sought a competent service provider with suitable facilities within a practicable travel distance to manage mixed recyclate waste from kerbside collections, reflecting pressing statutory obligations in response to urgent needs arising during the COVID-19 pandemic.

This tender presents significant opportunities for businesses specialising in waste management and recycling services, particularly those with transfer stations or recycling facilities. Companies that can demonstrate the capability to process and treat mixed recyclate effectively will be well-positioned to compete. The single bid submitted for this contract by Enva Scotland Ltd highlights a potential market niche, where large-scale service providers can meet the council’s requirements and support its recycling targets. With the ongoing emphasis on sustainability and compliance with statutory recycling obligations, businesses in this sector may find encouragement to expand their operations and offerings.

### Procurement Information

West Dunbartonshire Council was part of joint procurement for Reception, Transfer, Treatment & processing of mixed recyclate ref: 1920-11 from the Scotland Excels Dynamic Purchasing System - Treatment and Disposal of Recyclable and Residual Waste (27-17) Lot 1 -Treatment of Co-mingled Mixed Recyclate which was aborted and terminated with no award. In addition to the aborted procurement, the new procurement has been postponed by the restrictions imposed on businesses due to COVID-19. As it is highly unlikely all service providers within the market will be in a position to respond and even if they were, it is most probable that the Council would not obtain appropriate commercial terms.
