## Summary

Stirling Council, located in Stirling, UK, has recently completed a procurement process titled "Administration of Childminders" with a total contract value of £997,763. This process was initiated through a limited procurement method, permitting the council to contract directly with the Scottish Childminding Association (SCMA) without prior publication of a competition, in line with the Procurement Reform (Scotland) Act 2014. The key objective of this agreement is to address the uptake of childminding services in areas facing challenges, particularly those with high vulnerability and rurality, ensuring greater choice and flexibility in early years provision.

This tender presents significant opportunities for businesses involved in childminding services and related sectors, specifically those capable of addressing the unique needs of the early-years sector. Companies that specialise in child welfare, training for childminders, or provide supportive services for childcare will find this contract particularly relevant. By engaging in this process, eligible businesses have the potential to expand their reach and contribute to enhancing childcare options within the Stirling community.

## Notice

This agreement should enable Stirling Council in partnership with the SCMA to identify issues, particularly around uptake in areas of high vulnerability and rurality, and take steps to address these. The Scottish Government requires that we provide greater choice and flexibility to early years provision and the use of childminders in conjunction with nursery care is expected to meet that demand.

### Lot Information

### Procurement Information

Procurement Reform (Scotland) Act 2014, Section 12 states: "(1) Despite Section 8, a contracting authority may award a contract for a health or social care service without seeking offers in relation to the proposed contract." As Child Minding has previously been identified as a care service, and it is our contention that the SCMA is the sole organisation in Scotland who can provide the service required in terms of engaging with, supporting and ensuring suitability of childminders, Stirling Council intend to contract with the SCMA.
