## Summary

The procurement process is led by the Life Changes Trust, a charity based in Glasgow, UK. The tender, titled "Invitation to tender: Evaluation of the Life Changes Trust's Award to Who Cares? Scotland," falls under the services category and is classified under CPV codes 79419000 and 79315000. Currently, the process is at the Award stage, having successfully concluded on 14 October 2020 with a total contract value of £41,600, awarded to Animate Consulting Ltd. This evaluation project focuses on the impact of the Trust's funding on young people within the care system and was initiated through an open procurement method, indicating that it was accessible to all suitable suppliers. The current status of the contract is active.

This opportunity may significantly benefit businesses that specialise in evaluations and research services, particularly those focusing on social impact and the care sector. Companies with experience in assessments related to youth services, care systems, and stakeholder engagement could particularly excel in this tendering process. Given the emphasis on addressing themes such as Belonging, Voice, and Choice, organisations capable of demonstrating robust methodologies and a strong understanding of youth engagement and policy influence will find this tender to be a good fit for their competencies and could leverage this contract for growth in related projects.

## Notice

The Trust believes that investing directly in young people and placing them at the heart of all efforts to transform the care system is vital if we are to achieve lasting change. This evaluation project will capture important learning and explore the impact of the Trust's investment in WCS's work around the three themes of Belonging, Voice and Choice and Opportunities. The evaluation will explore the extent to which WCS is achieving the vision and targets for each theme as set out in the table above, as well as capturing the strategic importance of the work that WCS has undertaken with funding from the Life Changes Trust. For each theme, we expect the evaluation to assess the effectiveness of funded activity and detail the impact on young people with care experience, on national and local policymaking and on the practice of organisations connected to this work.

### Lot Information

Lot 1

The evaluation project will have two distinct but interrelated parts: An assessment of the outcomes achieved by Champions Boards (we expect this to make up around 75% of the evaluation project) An assessment of the outcomes achieved by the National Champions Board Network (we expect this to make up around 25% of the evaluation project) We expect the work on assessing the outcomes above to include an exploration of the influence of young people with care experience on policy and practice at a local level, with the aim of assessing if the initiative is nurturing the leadership capabilities of young people (in line with the Columba 1400 definition outlined in bold above).
