## Summary

The contracting process was conducted by Scottish Natural Heritage for the tender titled "Mainstreaming large-scale nature restoration," focusing on environmental protection in Scotland. The procurement method used was an open procedure, and the tender was successfully awarded on September 17, 2020, following a bid period that closed on August 19, 2020. The overall contract value is £33,540. The evaluation criteria included both price and quality, and the successful bidders were LUC and Accelar Limited, indicating their roles as suppliers in this process.

This tender presents an excellent opportunity for businesses specialised in environmental services, particularly those with a focus on nature restoration and land use policy development. Companies that can draw upon experience with large-scale nature restoration projects either in the UK or Europe will be well-positioned to compete. Given the nature of the project, businesses with expertise in sustainable practices, environmental assessments, and socio-economic impact assessment would greatly benefit from engaging in this contracting opportunity.

## Notice

The main objective is to understand the opportunities for mainstreaming large-scale nature restoration in Scotland, and to help us refine our thinking on promoting large-scale nature-rich areas as a valid land use in the future, one which will benefit people while re-instating natural processes. We would like the contractor to: 1. Draw lessons from (some) existing large-scale nature restoration/rewilding projects in the UK and the rest of Europe on approaches to the development of large scale nature restoration / rewilding 2. Identify the opportunities, incentives and obstacles to large-scale nature restoration projects in Scotland 3. Explore how large-scale nature restoration could be rolled out under future land use policy under a public money for public goods approach - and approaches to blending public and private finance for large-scale nature restoration projects. 4. Outline how these large-scale nature restoration projects could be delivered taking into account potential socio-economic impacts. We do not expect advanced proposals, but rather a framework for mainstreaming large-scale nature restoration. This is not an ecological study

### Lot Information

Lot 1

SNH evaluate tenders against qualitative as well as quantitative criteria. The successful tender is therefore the one that is deemed "the most economically advantageous tender" and this may not necessarily be the lowest-priced tender. The successful tender will be the one which scores highest overall against both Price and Quality. Tenders will be scored against the evaluation criteria set out in the Statement of Requirements that is attached. SNH has weighted the evaluation criteria to demonstrate the relative importance of each criterion. All of the evaluation criteria and relative weightings are set out in the statement of requirements. A Tender will only be deemed non-compliant in relation to a minimum score following moderation of the Tenders. The maximum points available for price will be awarded to the tender with the lowest Price. Each other tendered Price will achieve points relative to the lowest Price. An overall Price weighting will then be applied. In the event of a tie (where two or more of the compliant highest-scoring scoring tenderers have the same total weighted score, taking into account both quality and price), SNH reserves the right to appoint the Tenderer who obtains the highest weighted Quality score.
