## Summary

The City of Edinburgh Council is seeking to commission the "CT1113 - Edinburgh & Midlothian Offending Recovery and Support Service" aimed at supporting individuals aged 18 and over who are involved in the justice system in Edinburgh and Midlothian. The procurement falls under the services category, with an open procedure for the procurement method. The service will be delivered across multiple settings, including courts, police cells, and local communities. As of now, the procurement process is complete, having been awarded on 7th June 2021 with a total contract value of £2,080,000. The focused delivery addresses are specifically in the regions of Edinburgh and Midlothian.

This tender presents significant opportunities for businesses involved in providing recovery services, especially those with expertise in psychosocial support and rehabilitation for individuals with substance abuse issues. Companies specializing in holistic support services, community integration strategies, and partnerships with statutory and voluntary organisations will find this procurement particularly relevant. As community benefits are a significant aspect of this contract, organisations that can demonstrate a commitment to social responsibility and local engagement alongside capacity for service delivery would be well-suited competitors.

## Notice

The City of Edinburgh Council intends to commission a recovery service to work primarily with people over the age of 18 from Edinburgh and Midlothian who are in the justice system and meet the criteria for support. Support will include psychosocial support for addictions in prison, and voluntary throughcare holistic support to assist with successful reintegration into the community.

### Lot Information

Lot 1

The Service will: - work towards becoming trauma informed, adapting to the needs of the service users and reducing barriers to access. It will be expected to work collaboratively in close partnership with other statutory and voluntary service providers within agreed pathways of service provision for this population, where possible working to one shared multi-agency plan for each service user; - adopt a harm-reduction and recovery-centred approach for those with problematic alcohol and drug use, working with individuals to build and encourage the creation of recovery capital, supporting people to move away from harmful behaviours and other issues that increase the likelihood of re-offending. By adopting a holistic approach, the Service will provide robust routes into a range of support services and networks, assisting individuals to access support that is right for them; and - provide more intensive support for those with a greater need. Recovery capital and risk of substance-related harms and of re-offending will be assessed on entering the Service, and an appropriate level of support will be matched to this. This should ensure that a greater intensity of support is delivered to individuals who are the most chaotic and marginalised, and that activities to reduce re-offending are targeted at those from Edinburgh and Midlothian whose offending is most prolific.. This procurement is being conducted under the Light touch regime in line with regulations 74-76 of the Public Contracts (Scotland) Regulations 2015.
