## Summary

The Crown Office and Procurator Fiscal Service is initiating a procurement process for a Human Capital Management (HCM) system, titled "COPFS-2020-012 HCM System RFI". This tender falls within the social protection industry and is located in Edinburgh, Scotland. Currently in the planning stage, the procurement is set to move forward with a future notice expected on 1st October 2020. The estimated value of this procurement is £500,000. Suppliers are encouraged to provide feedback on the draft specifications for the system, which is intended to be cloud-based and fully digital.

This procurement presents a significant opportunity for businesses specialising in software solutions, particularly those experienced in HCM systems and their integration with existing platforms like payroll and attendance management. Companies that can demonstrate expertise in delivering modular systems or Best-of-Breed approaches would be well-suited to compete. Engaging in this process could lead to long-term contracts, as the current systems are projected to run out of contract within the next 2 to 3 years, thereby opening up further opportunities for sustained business growth.

## Notice

COPFS is seeking to procure a Human Capital Management system which will be cloud-based and fully digital to allow all aspects of people management to be considered, processed, managed and controlled. There are interdependencies with other systems (e.g. Payroll, Time and Attendance), which are also due to run out of contract over the next 2 to 3 years. This provides an opportunity to consider the advantages and disadvantages of either replacing these with a modular Human Capital Management (HCM) system or a Best-of-Breed approach with interfaces and integrations as necessary.
