## Summary

The procurement process titled "Quality Funded Early Learning & Childcare (1140 Hours)" is being conducted by Dundee City Council, located in Dundee, UK. This tender falls under the services category, with a planned budget of £25 million. Currently, the tender is in the planning stage, with significant dates including a future notice expected on 1 December 2020. The aim is to provide 1140 hours of funded early learning and childcare to eligible children, with eligibility broadly defined to include children from the age of two, particularly those from disadvantaged backgrounds.

This tender presents a substantial opportunity for businesses in the childcare and education sector, particularly those providing early years education services. Businesses that specialise in early learning and childcare, including private providers, childminders, and third-sector organisations, may find it advantageous to participate. The planned webinar session on 24 November 2020 aimed at assisting potential tenderers will help navigate the application process, making it easier for newcomers to engage and submit proposals.

## Notice

From August 2020, all eligible children residing in Dundee, can access their entitlement to 1140 hours of funded Early Learning & Childcare (ELC) within the Council area. This provision utilises a Funding Follows the Child approach. Funded hours are free to parents at the point of access. Eligibility for ELC will be determined by the Local Authority but broadly: children will become eligible on the first day of the school term after their third birthday. Children who are two years old and whose parents are in receipt of certain benefits or children who are 'looked after' or the subject of a kinship or guardianship order may also be eligible. All providers delivering the funded hours will have to meet the National Standard for Early Learning and Childcare providers, regardless of whether the funded hours are provided by a setting in the public, private or third sectors including provision offered by childminders. The National Standard sets out a clear and consistent set of quality criteria.
