Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: This is a specialist piece of robotic system equipment and there are no other suppliers available in the market to supply this type of system equipment in the form factor required. The system provides flexibility in reconfiguring the system for precision 3D assembly and fibre alignment for a variety of products. The system is composed of a 9-axis F-712.HU1 single-sided fibre alignment system with a 6-axis rough positioning (with a minimum incremental motion of 0.1 um) and fine positioning (with a travel range of 100 um with a repeatability of 2nm), and a H-811.F2 Hexapod microrobot (with a repeatability of +-0.15um in X-Y, 0.06 um in Z, +-2urad in thX, thY and +-3urad in thZ). It is suitable for precision manipulation and assembly as well as fibre alignment. The principal purpose of the contract is to acquire goods in connection with research undertaken by the University.
