## Summary

The Scottish Government is inviting tenders for a research project titled "ITT - Research to inform the development of a Franco-Scottish R&D collaboration on new subsea engineering solutions for floating wind platforms linked to the production of green hydrogen." This project, categorised under services, aims to enhance collaboration in the renewable energy sector between Scotland and France. The procurement method is open, and it is currently at the 'Award' stage, following the completion of the tender process which ended on 5th January 2021. The project involves activities to be executed in both Scotland and France, contributing towards the development of innovative technologies in offshore floating wind energy. The contract, with a value of £28,007.50, was signed on 2nd February 2021 and involves a supplier known as the European Marine Energy Centre (EMEC) Ltd, based in Stromness.

This tender presents significant growth opportunities for businesses in the renewable energy sector, particularly those engaged in subsea engineering and energy technology development. Companies that specialise in research, technical consulting, and data analysis will find this contract particularly aligned with their expertise, especially those looking to collaborate across international borders. The project anticipates the engagement of both Scottish and French stakeholders, potentially expanding market access and fostering cross-regional partnerships. As the research aims to create foundational frameworks for future collaboration, businesses that position themselves as innovative leaders in this field stand to benefit greatly from participation in such initiatives.

## Notice

The to be-procured research project will aim to identify and develop opportunities for Scotland and France to collaborate and share expertise in the development of technologies that support the growth of these important sectors. While collaboration may initially be at a regional level, the aim will be to establish the foundations of a national programme that creates opportunities for further Franco-Scottish collaboration in the renewable energy sector, and in particular for offshore floating wind and hydrogen. The final report of this project will be based on international evidence and literature and primary qualitative data to be collected through interviews and focus groups from both French and Scottish stakeholders. Thus, the nature of this purchase is fourfold: 1) An evidence and literature review; 2) The design of qualitative research; 3) The collection and analysis of primary qualitative data; 4) A final research report including specific recommendations to develop collaboration between France and Scotland on new subsea engineering solutions for floating wind platforms.
