## Summary

The University of Edinburgh recently completed the procurement process for a Flow Cytometry Service Contract, focusing on maintenance services for Becton Dickinson Flow Cytometry Analysers and Cell Sorting instruments at their QMRI facility, located in Edinburgh, UK. The contract, valued at £307,736, was awarded on 12 November 2020 after a limited procurement method due to the technical nature of the service required, with no competition anticipated. This tender falls under the education industry category and was finalised under the services procurement stage.

This tender presents significant opportunities for businesses specialising in scientific equipment maintenance, particularly those with expertise in flow cytometry and related analytical instruments. Companies capable of providing high-quality technical support and maintenance services, especially those with an established relationship with Becton Dickinson, would find themselves well-positioned to compete. Additionally, businesses focused on research and laboratory services may also find valuable growth potential through similar contracts in the future.

### Lot Information

Lot 1

Under Regulation Reg 33(1)(b)(ii) the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: 2. Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists);

### Procurement Information

Becton Dickinson (BD) is the manufacturer of our instruments and is the only company that can provide service support for all 5 instruments. These instruments are integral to research at the QMRI and are vital to COVID research being used continuously during lockdown. Therefore, it is extremely important that any issues are resolved in a timely and efficient manner and BD are the only company within the UK able to ensure reliability and optimum performance of these instruments to ensure valid data output. Since install these instruments have only been serviced by BD and due to this continuity, we are in a position to receive complimentary workstation upgrades within this period. This is necessary to ensure that we fall within University required computing guidelines for networked computers and also allows us to continue with our current booking system subscription as this requires a network connection to upload tracking information and ensures that the facility stays financially viable through user recharging.
