Introduction1. The Rural and Environmental Science, and Analytical Services (RESAS) Division within Scottish Government wishes to commission a project to deliver timely estimates of grocery market and shopper behaviour trends in Scotland immediately before and following the UK's exit from the European Union (EU).Background & Context2. With remaining uncertainty of how developments relating to Brexit and the Covid-19 pandemic - as well as their interactions - will impact our economy, supply chains and administrative processes at key hubs over the winter months of 2020/21, it is important for the Scottish Government to have timely indications on the health and stresses faced by the Scotland's economy and industry.3. Demonstrated during the spring months of 2020, key amongst these (both in terms of importance and exposures) is the accessibility and availability of food and drink, as well as the drivers of and resulting changes to Scottish shopper's behaviours.4. To that end, Scottish Government are exploring options to provide timely measures of food spend, consumption, availability and prices. The purpose of this being to support both timely briefings and ad hoc requests for context.
