## Notice

The Moray Council wish to appoint a multi-disciplinary Design Team to secure the necessary planning consents for three regenerative projects set out in section II.2.4 below. The team will be required to prepare and submit a design and costings for each element including associated infrastructure and landscaping, with supporting information and reports required for the planning application to ensure consent is granted. The team will be required to work with other consultants who are progressing other elements of the Cultural Quarter project, including attendance at 2 workshops in April and June.

### Lot Information

Lot 1

1.1 The Cultural Quarter project is one of the 8 projects being supported through the Growth Deal and aims to create a vibrant Cultural Quarter in the heart of Elgin, which will serve the whole Moray community. The Cultural Quarter project has three key elements, including the refurbishment of the currently vacant listed category B Grant Lodge to create a high quality heritage attraction. The refurbishment, extension and rebranding of Elgin Town Hall to house a multi-purpose theatre/performance space and multi-functional spaces for a creative industries centre for Moray is another element, alongside the provision of a high quality hotel to address an acknowledged market gap in the region's tourism infrastructure. 1.2 The redevelopment and enhancement of Cooper Park to create a destination park is an essential component in linking all the Cultural Quarter projects together and transforming the area. Three key projects have been identified as follows:- 1. Refurbishment and enhancement of the Cooper Park Pond including a water fountain centre piece, the reintroduction of boating activities and improved seating, lighting and landscaping. 2. Replacement of the existing play park to create a new fully accessible play area and expansion to include free play areas, bouldering and a beginners cycling track. 3. Creation of a multi-purpose outdoor performance area immediately adjacent to Grant Lodge. 1.3 This brief covers all the identified elements and The Moray Council wish to appoint a multi-disciplinary Design Team to secure the necessary planning consents for these three regenerative projects. The team will be required to prepare and submit a design and costings for each element including associated infrastructure and landscaping, with supporting information and reports required for the planning application to ensure consent is granted. The team will be required to work with other consultants who are progressing other elements of the Cultural Quarter project, including attendance at 2 workshops in April and June. Organisations not engaging at this stage are not precluded from submitting a bid during the tendering stage.
