## Summary

The Scottish Prison Service (SPS) is currently conducting a tender for "The Provision of Temporary Maintenance Staff," aimed at enhancing maintenance capabilities across its facilities, including 13 public prisons in Scotland. The procurement is classified under the services category and employs an open procedure, encouraging competitive responses. The invitation to tender is now active, with submissions due by 2 August 2021. Successful bidders will be expected to provide qualified temporary staff across various SPS sites who possess necessary security clearances.

This tender presents significant opportunities for SMEs in the recruitment and maintenance sectors, particularly those experienced in providing temporary staffing solutions. Companies that can showcase relevant qualifications and a track record of compliance with security clearance requirements will be best positioned to succeed. The framework agreement could potentially involve up to three suppliers, enabling interested businesses to engage in long-term partnerships and contribute to critical maintenance services within the public sector.

## Notice

The SPS has a number of facilities containing buildings and equipment which are required to be inspected, serviced and maintained. This work is carried out by the Estates and Technical services Directorate managed by SPS HQ. There are currently 13 public prisons in Scotland, an Edinburgh based Headquarters, an SPS College, and a Central Store facility. This framework shall provide SPS with the capability to employ suitably qualified and experienced temporary staff, covering a range of skill sets required in maintenance services. These staff shall have the relevant disclosure/security clearances (e.g. Basic Disclosure Scotland as standard, however Enhanced Disclosure Scotland will be required more frequently). The supplier shall be able to provide temporary staff to the SPS sites across Scotland and the level of service shall be consistent.

### Lot Information

The SPS has commenced this procurement process in good faith and with the intention of awarding a Framework Agreement with up to 3 suppliers. Following publication of the Contract Notice, an Invitation to Tender (ITT) including the Single Procurement Document (SPD (Scotland) will be published by SPS and will be made available to bidders. Tender responses will then be evaluated by the SPS in accordance with the ITT.

Renewal: An extension period of up to 24 months
