## Summary

The Scottish Police Authority is currently in the planning stage of the procurement process for the "Provision of Automated Open Source RFI", aimed at enhancing digital policing capabilities in response to rising digital criminality. This procurement falls under the goods category and is focused on enhancing public order and safety through automated monitoring tools. Key dates include a future notice date set for 30th June 2021. The authority is based in Glasgow, UK, and is seeking solutions that will streamline online investigative operations by automating the collection of publicly available data, including social media content.

This tender presents significant opportunities for technology firms, particularly those specialising in software development for law enforcement and public safety sectors. Businesses that design user-friendly, auditable, and ethical monitoring tools would be particularly well-suited to participate in this procurement. By providing innovative solutions that can analyse and visualise data effectively, these businesses could contribute to improving policing strategies, thereby fostering public safety and potentially expanding their market presence in a growing field.

## Notice

Digital criminality is increasing year on year which presents a challenge for Policing worldwide. The accessibility of social media and availability of information online assists offenders exploiting the vulnerable. The Internet, Intelligence and Investigation (Open Source) capability in Scotland includes trained online investigators who have received open source research technique and evidential capture / presentation training. Online research is resource intensive as investigators are forced to conduct manual checks of online information as there is a lack of automated monitoring tools available in the Force. Automated monitoring open source software would provide greater and quicker access to information which would support better decisions, prevent and detect criminality and protect the public from harm. Police Scotland is seeking a solution which automates the collation of real time publicly available online information including social media. Information which would be available through conventional in person open source research. The solution should visualise and analyse the information into a user friendly format including mapping functionality. The solution should afford users the ability to create bespoke search terms which can be automated to run periodically and produce reports as defined by the user. These reports should be in a format suitable for sharing elsewhere in the Force without manual interaction. The Solution should be user friendly, auditable and ethical. The solution will be used to support intelligence development and the Forces response to events and incidents.
