## Summary

Transport Scotland is seeking to enhance the ScotRail and Caledonian Sleeper franchise’s Service Quality Incentive Regime through a contract modification for a bespoke automated system. This procurement falls under the category of services and is at the Award stage, with the contract having been signed on 31 March 2021, valued at £524,780. The project aims to ensure consistent monitoring and reporting of service quality across Scotland’s rail network, with delivery locations focused on the Scottish rail network and Caledonian Sleeper services. The contract was procured using a selective method and is classified as related to IT Managed Services.

This tender represents a significant opportunity for companies specialising in automated systems and IT managed services. Businesses capable of providing tailored solutions for performance measurement and reporting within the transport sector will find this particularly relevant. Given the focus on enhancing service quality in public transport, firms that excel in software development, data analysis, and field auditing systems are well-positioned to compete. With the ongoing demand for innovative solutions in transport management, this contract could provide substantial growth avenues for the right suppliers.

### Lot Information

Lot 1

Modification of the contract, due to Covid-19, for provision of a Field Auditing and Information System, with data hosting and operational support to enable the automated calculation and reporting of performance results of Transport Scotland's ScotRail and Caledonian Sleeper Franchises Service Quality Incentive Regime (SQUIRE). SQUIRE is a customer focused scheme that measures the quality of facilities at stations and on trains throughout Scotland. It covers a wide range of areas from waiting rooms, help points, ticket offices to train toilets, cleanliness and graffiti. The Franchisee is measured against set criteria and benchmarks, and is financially rewarded or penalised on the results. On a four-weekly cycle, Transport Scotland's team of Service Quality Auditors and back office management staff audit approximately 350 stations and 190 trains to ensure they are safe, clean, and offering passengers the required facilities and services. Re-inspections are performed where the required performance is not met to ensure remedial action has taken place.
