## Summary

The procurement process involves the Scottish Government as the buying organisation, seeking to conduct a "Recreational Vessel Disposal Study". This initiative falls under the services category, specifically addressing marine litter issues in Scotland. The study aims to gather data on the disposal needs for recreational vessels, which are predominantly made from plastic polymers. The procurement method employed is an open procedure, and the contract was awarded on 13th August 2021. All activities are centred in Edinburgh, with the project having been launched following significant policy commitments to enhance waste management capabilities for marine industries.

This tender presents a promising opportunity for businesses involved in environmental consulting, waste management, or marine services to expand their reach and expertise. Companies with capabilities in conducting research, engaging with community stakeholders, and developing innovative waste disposal solutions will be particularly well-suited to respond to this procurement. The focus on quantifying disposal needs and exploring recycling potentials will attract large firms that can provide comprehensive studies and implement effective strategies to manage the disposal of recreational vessels in Scotland.

## Notice

Introduction 1. Marine Scotland is responsible for delivering policy to meet our international and national commitments to reduce marine litter, including litter prevention, removal and supporting better waste management for marine industries. The majority of recreational vessels are made of a material containing plastic polymers and there is not a defined infrastructure to manage this waste stream in Scotland. This study seeks to provide the evidence to inform future policy. Background & Context 2. In order to inform policy development to improve waste management for end of life recreational vessels, it is essential that there is a clear understanding about the volume, location and type of materials in this waste stream, current disposal options and barriers and potential policy options to address this problem. The contractor will be required to engage with the recreation vessel sector, local authorities, harbours and marinas.
