## Summary

The Phase 3 Windows and Stonework Project, initiated by Linthouse Housing Association, aims to procure a contractor for the supply and installation of double-glazed windows and sandstone repair works in the G51 area of Glasgow, UK. This procurement process operates under a selective method and is currently in the Award stage, following the completion of the contract on 21 December 2021, valued at approximately £1,412,497. The successful supplier, CCG (Scotland) Ltd, will undertake work on 76 individual flats located within primarily Victorian, pre-1919 tenements, subject to more stringent planning conditions due to their conservation status.

This tender presents a significant opportunity for construction and maintenance businesses, particularly those specialising in building restorations and energy-efficient window installations. Companies with experience in handling historic buildings, as well as those registered for community benefits under Scottish procurement regulations, would be particularly well-suited to engage in future phases of this project. Additionally, the requirement for various contractors to collaborate with the main contractor allows for potential subcontracting opportunities, especially for smaller firms looking to increase their market presence through participation in public sector contracts.

## Notice

LHA wishes to procure a contractor (referred to as Tenderer) through a competitive tender exercise to supply and install double glazed windows; both timber and upvc, and sandstone repair works. The majority of addresses included in this project are Victorian, pre-1919 tenement blocks within a conservation area.

### Lot Information

Lot 1

The project will involve supply and installation of windows and stonework repairs as well as some additional works described in the uploaded Project Particulars to Linthouse Housing Association properties. All properties included in this project are under full ownership of the Association. The project contains 76 individual flats at nine locations in the G51 area. Please refer to the address list (Appendix 1) in the Project Particulars, all of which are pre-1919 Victorian sandstone tenements which were previously improved during the 1970s and 80s. There has been some repair work carried out on the exterior of the buildings since then; however, the nature and extent of work varies, and this should be taken into consideration. All but one of the closes fall within a conservation area and as such, there are more onerous planning conditions to be met, such as timber windows to front elevations. Additionally, consultation with the Planning Department is required in relation to the extent of stonework repairs. Due to costs, any windows that are not visible from street level will receive upvc, double glazed windows. Contractors should be aware that tenants will remain in-situ throughout the project works. Further detail is provided in the additional document, Project Particulars.. Successful Contractors from SPD scoring shall have the Quality Submission and Tenders Assessed. The contract award will be determined by reference to a MEAT (Most Economically Advantageous Tender) evaluation based on a Price/Quality ratio to be confirmed at ITT stage. Details are set out in the Contract Notice.

Renewal: Subject to the final, approved works cost, the Association may, at its sole discretion, opt to negotiate a further phase with the successful contractor. This option would only be considered taking account of thresholds relating to the Procurement Reform (Scotland) Act 2014, and in the event, the Association was completely satisfied with all areas of service delivery regarding this phase of works.
