Lot 1

The Climate Change Plan update (CCPu), published in December 2020, includes all of Scotland's climate change policies up until 2032, and announced over 100 new policies and increased the ambition of over 40 existing policies from the 2018 Climate Change Plan. The CCPu is split into the following eight sectors: Electricity, Buildings, Transport, Industry, Waste, Land Use Land Use Change and Reform (LULUCF), Agriculture and Negative Emissions Technologies. The Scottish Government has a requirement to contract with an external provider to support in developing the following impact assessments for the CCPu: 1) Business and Regulatory Impact Assessment (BRIA) 2) Equalities Impact Assessment (EQIA) 3) Island Communities Impact Assessment (ICIA) 4) Fairer Scotland Duty Assessment Development of the impact assessments will require qualitative and quantitative analysis of the policy package of each sector, to determine the overall impact of the CCPu, the nine protected characteristics that fall under equalities, island communities and socio-economic status (Fairer Scotland) for the full lifespan of the CCPu. Analysis will require identification of possible impacts of policies around aspects including, health, new jobs, ecological benefits, wider Scottish economic benefits. The extent of this impact should be estimated through a combination of public data, Scottish Government reports, data and modelling, and details from the policies discussed with SG officials. Where possible this should be quantified. Once the analysis is completed, the supplier will also be required to fully write up the impact assessments, in line with the Scottish Government's corporate requirements. It is anticipated the contract will commence in November 2021 and all impact assessments must be completed in Q1 of 2022. An Invitation to Quote will be issued via the PCS Quick Quote portal to any suppliers who register their interest by 11 October 2021.
