A comprehensive review to set out prospects for industry growth and development by testing identified market opportunities alongside SWOT analyses informed by other available research and industry data, to inform a viable plan for the future of the Scottish farmed bivalve industry as a key participant in the country's blue economy. The primary platform component will be the opportunity recommendations of the Alternative Markets for Farmed Shellfish study with their associated quality, volume and other requirements. These will be weighed alongside the results of other research on factors conferring greater commercial viability for production, development prospects for necessary industry and farm scale, essential processing, product development and infrastructure, marine planning and regulation, social licence, environmental challenges and government policy for the sector. Commercial viability as a function of production cost, and in turn scale, must also be addressed where relevant in the context of competition in those markets, whether as prospective exports or current imports into the UK. This will encompass information available in CES studies listed in the ITT but must include other relevant sources and where necessary, appropriate consultation with industry representatives and their critical stakeholders
