The services can be provided only by a particular economic operator for the following reason: competition absent for technical reasons Explanation: Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists). - i.e. NOC is the only group in the UK able to provide running of and the analysis of the models for FVCOM-ERSEM coupling that require both the effects of large scale energy extraction AND projected future climate in 2050, and also be able to evaluate the potential effect of both issues on the hydrodynamic and ecosystem variables.
