The original contract was awarded to Cogapp in early 2021 following a 3 quote exercise. As work with Cogapp progressed, it was clear that our needs were not a static delivery of a completed product, but will develop over time as we learn to use the new online exhibition platform and ask more of it as a story-telling device and as a cutting-edge way of communicating the University's cultural heritage. We are now looking to undertake a further sprint of work with Cogapp. As Cogapp have developed this platform for us, they know its inner-workings and are best placed to further develop its possibilities; as such there are no other suppliers capable of meeting our requirements without duplication of both cost and effort.. Contract awarded under reg 6(1)(b)(ii) Competition is absent for technical reasons of The Procurement (Scotland) Regulations 2016.
