## Summary

The Capital City Partnership has issued a tender titled "Framework Agreement for Network of Employability Support and Training – Vocational Training Framework 2022-2026". This initiative aims to establish a new vocational training framework to support employability across various sectors, primarily within Edinburgh and the surrounding regions, including Fife, Scottish Borders, West Lothian, Mid Lothian, and East Lothian. The procurement method used for this framework is selective, specifically through a restricted procedure, with the tender period closing on 24th February 2022. Relevant local authorities and universities are involved in this collaborative effort to enhance training opportunities, particularly focusing on sectors such as health, childcare, manufacturing, construction, design, and financial services.

This framework presents significant opportunities for businesses specialising in vocational training programs, particularly those targeting sectors identified in the tender, such as hospitality, health and social care, and business services. Companies with experience in delivering training and upskilling initiatives, particularly within social enterprises or educational institutions, would be well-suited to compete for awards under this framework. With an emphasis on partnership and collaboration, winning providers can expect to contribute positively to workforce development while potentially expanding their market share in public sector contracts.

## Notice

CCP aims to establish a new Network of Employability Support and Training (NEST) Vocational Training Framework programme ("the Framework") on behalf of the six local authorities under the ESES CRD (Edinburgh, Fife, Scottish Border, West Lothian, Mid Lothian, and East Lothian) and the University of Edinburgh and Napier University. It is anticipated that other public bodies may also look to make use of the Framework once established. The new Framework will provide employability and vocational training to complement current employability and skills support provisions. It will offer upskilling and progression opportunities for both those seeking employment and those in employment but facing uncertainty in their work or in-work poverty. Through the agreement established by the Framework (the "Framework Agreement"), CCP aims to work alongside organisations and we see the future relationship with successful framework providers as a partnership.

Miscellaneous

Lot 9 will enable CCP (or any Buyer) to call off training providers to deliver training answering to general requirements which CCP (or any Buyer) may have from time to time/ad hoc. Accordingly, CCP require that providers bidding for Lot 9 are flexible and reactive to CCP and any Buyer developing needs (whether the service providers supply the training themselves or whether they use a subcontractor). As with all other Lots, CCP will appoint up to 3 training providers for Lot 9, which training providers demonstrate the broadest range of training programmes (and the most significant experience). The envisioned intention of the miscellaneous lot is not to capture every possible eventuality (as this is simply not practicable in the circumstances), but to cover situations whereby a requirement arises that doesn't quite sit in any of the other lots, and whereby a service provider may be able to provide the requirement.

Renewal: Following the initial 3-year period of the Framework Agreement, and at the sole discretion of CCP, the Framework Agreement may be extended by a further period of 1 year.
