## Summary

Dumfries and Galloway Council is initiating a procurement process for the "Weighbridge Waste Data Handling Software", aimed at improving the council's waste data collection and management capabilities. This project falls within the services category, specifically focusing on enhancing efficiency and accuracy in waste data processing. The current stage of procurement is planning, with key dates including a market engagement announcement made on 8 February 2022, and interested parties encouraged to express their interest before 11 March 2022. The procurement will involve a hosted system hosted externally, and the preferred delivery addresses are located in the Dumfries region.

This tender presents a significant opportunity for businesses specialising in software development, environmental services, and data management solutions. Companies capable of providing a web-based database and reporting system that integrates with existing technologies, such as weighbridges, will be particularly well-placed to compete. By engaging with this process, businesses can establish valuable partnerships with the council and broaden their operational footprint in the public sector through innovative waste management solutions.

## Notice

The Council is seeking to enhance its waste data collection and handling process to improve resilience, improve data accuracy, and to reduce time spent manually processing data where this could be automated. The Council requires software which will: Integrate with Council-operated Avery-Weigh-Tronix weighbridges to collect weighbridge data; Allow for waste data to be inputted, e.g. via Excel file upload in a specified format. This is so that weighbridge data from our offtake providers can be used to provide a complete picture of the Council's waste flows; Store this data in an appropriate format (e.g. a database); Provide a reporting system which can be used to access information within the database and use it to generate reports. The reporting system will be required to prepare reports which are bespoke to the Council's requirements, and these requirements may change over time. Specifically, these reports will include information required for WasteDataFlow returns; and Consider the future compatibility with a national digital waste tracking system. The Council is seeking engagement and information from the market from interested parties, to read and response to the additional attached document.
