## Summary

Crown Estate Scotland is currently completing a public procurement process for consultancy services aimed at developing a future plan for the Glenlivet Estate, located in Scotland. The procurement was initiated via an open procedure, with a total contract value of £100,000. The tender period concluded on 28 March 2022, and the delivery of the initial project stage is projected to last approximately six months, culminating in outputs due by 31 October 2022. The procurement process involves collaboration with various stakeholders, including local councils and enterprises across the region.

This opportunity is ideal for consultancies specialising in land management, environmental planning, and community engagement. Businesses with expertise in developing strategic plans and engaging local stakeholders are well-positioned to compete in this process. The involvement of a prime contractor, Cumulus Consultants Ltd, alongside subcontracting opportunities, suggests further possibilities for smaller enterprises to contribute to the project, thereby enhancing their own business growth through collaboration in the consultancy landscape.

## Notice

Crown Estate Scotland is seeking a contractor (including joint or consortia bids) to lead a two-stage process of engagement, dialogue, research and planning that will, ultimately, generate one or more reports and/or other suitable format outputs that will inform future directions for local development and land management in and around the Estate. This work will build on previous work Crown Estate Scotland has carried out with tenants and other partners over the years as well as existing and emerging contextual information, such as the Cairngorms Local Development Plan, emerging Regional Land Use Partnerships and Spatial Strategies.

### Lot Information

Lot 1

The aim of the overall project is to identify how the Glenlivet Estate can best adapt for the future in a way that supports local jobs and investment, attracts the next generation, improves the environment, and helps to address the challenges of the climate emergency and nature crisis. The project will consider a long-term vision to 2050 and identify specific opportunities and recommendations for the next five years. The final outputs may include a long-term strategy or 'master plan' and action plan for delivery. Meaningful engagement with local stakeholders, including tenants, the community, local groups, children and young people, and local businesses and employers, will be essential throughout Stages 1 & 2 to help inform and shape the project and its overall outcomes through a co-produced approach. Natural capital is the world's stock of natural resources, which includes geology, soils, air, water and all living organisms. Natural capital 'assets' such as habitats and ecosystems provide a wide range of benefits to human wellbeing, known as ecosystem services[1]. It is expected that the overall aim of the project will be achieved by approaching relevant elements through the lens of Natural Capital, in such cases seeking to deliver project outcomes by considering their impact on Natural Capital flows and, importantly, the consequences for tenants and their enterprises, stakeholders and Crown Estate Scotland.. Stage 1 is 49884 GBP. If the project progresses to stage 2 the total contract value is estimated at 100000 GBP

Options: It is currently estimated that Stage 1 will take around SIX MONTHS duration to deliver, recognizing that some activities have associated lead times due to the involvement of external third parties including existing tenants. For the purposes of tendering a project timeline for delivery of all final stage 1 outputs from the project has been identified as 31 October 2022.

Renewal: Contract is subject to stage reviews
