## Summary

The Scottish Government is currently seeking proposals for the "Provision of Card Spend Data" as part of their efforts to inform policy-making in Scotland post-pandemic. This procurement process falls under the services category and is classified as an open procedure. The tender period is active, with submissions required by 21 March 2022, and the contract is expected to commence shortly thereafter, on 28 March 2022, and conclude by 31 December 2022. The relevant procurement is aimed at enhancing the understanding of spending trends using anonymised credit/debit card data across Scotland.

This tender presents significant opportunities for businesses, particularly those specialised in data analysis and financial services. Companies that can offer robust capabilities in handling and processing large datasets, especially in the context of understanding consumer behaviour and spending patterns, would be well-positioned to compete. As the Scottish Government aims to analyse geographic spending changes, firms with expertise in economic research and statistical modelling may find this procurement particularly advantageous for growth and collaboration in future governmental projects.

## Notice

To inform policy making, as we emerge from the pandemic, the Office of the Chief Economic Adviser (OCEA) in the Scottish Government wish to procure anonymised credit/debit card spend data with sufficient market share and national coverage to allow us to model geographic trends in spending over time.

### Lot Information

Lot 1

OCEA wish to procure anonymised credit/debit card data to understand spending patterns in Scotland, especially prior to and during the COVID-19 pandemic and through the next financial year. This data will be used to map spending in our cities but also to conduct bespoke analysis as and when required based on geographies defined using postcodes. Within the constraints of commercial confidentiality, the data should allow for analysis of trends in specific spending categories, such as groceries, bars/ restaurants etc (or however these are defined). Ideally, the data will allow for assessment of changes in the home locations of those spending money, to allow analysis of the geographic "footprint".
