## Summary

The South Lanarkshire Council has issued a tender titled "Back Up Contractor – Refurbishment Works / Aids and Adaptations" aimed at addressing the backlog of void properties and providing necessary adaptations to assist vulnerable residents. The procurement process, which utilised a selective method under the LHC Framework Agreement and is currently in the Award stage, has a total budget of £2,000,000. This contract, awarded on 1st March 2022, will primarily focus on refurbishment works within the South Lanarkshire area, with an allocation of 80% of the budget for void property refurbishment and 20% for aids and adaptations.

This tender presents valuable opportunities for construction and refurbishment firms, especially those specialising in residential adaptations and void property management. Businesses that can demonstrate expertise in multi-disciplinary works, complying with stringent health and safety regulations amid pandemic stipulations, will be particularly well-suited to compete. The involvement of SME suppliers in the bidding process indicates a nurturing environment for smaller firms looking to expand their service offerings and portfolio within the public sector.

## Notice

The Council's Housing and Technical Resources, Building Services identified a requirement to appoint a backup contractor to assist with the backlog of void properties to be reinstated to assist with the reduction of loss of rent revenue and to provide suitable housing to homeless and vulnerable people which has increased in demand and in probability will continue to increase as a consequence of the pandemic. These works are traditionally carried out in-house by operatives. However, due to the Covid 19 pandemic restrictions set by the Scottish Government, operatives are working in line with these restrictions to carry out the required works in void properties which has resulted in a backlog. Building Services has an additional requirement to appoint a backup contractor to assist with the backlog of aids and adaptions. These works will initially be for bathrooms however, it may cover major adaptation works which could affect other parts of the house. By carrying out the aids and adaptations will assist service users to live safely in their homes. It is anticipated that the overall budget will be split with 80% being spent on void property refurbishment with the remaining 20% on aids and adaptations.
