## Summary

The University of Aberdeen has completed a procurement process for the "Ethics Module for Research Award Management System," focusing on enhancing their existing system. This contract falls under the education industry category and is located in Aberdeen, UK. The procurement method employed was a limited tender, awarded without prior publication of a call for competition, citing technical reasons. The contract, valued at £315,000, was signed on 2nd March 2022 and has a term of five years, with the possibility of five one-year extensions.

This tender presents a significant opportunity for businesses, particularly those with expertise in technological solutions related to education and research management systems. Small and medium-sized enterprises (SMEs) could benefit greatly from the ability to supply supplementary modules or services that integrate with existing systems. Given the specifics of this contract, businesses that can demonstrate a strong capability to deliver such niche technological solutions will be well-positioned to compete in future contract opportunities with the University of Aberdeen or similar organisations.

### Lot Information

Lot 1

Under Regulation 33 (1)(b)(ii) of the Public (Scotland) Regulations 2015, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists). In this particular case, the Ethics Module is supplementary to our existing Research Award Management System and a change from the incumbent provider would require reimplementation of the solution which would impact on institutional research management for approx 2 years internal resource would be required to implement a new system. It is not economically viable to fund the current system and an alternative.

Options: The initial term of the contract is 5 years with 5 x optional extensions of 1 year
