## Summary

The procurement process for the "Housing Insecurity and Hidden Homelessness" project, initiated by the Scottish Government located at 4 Atlantic Quay, Glasgow, focuses on understanding homelessness and housing insecurity in Scotland. This open tender aims to gather insights on populations at risk of homelessness who are not reflected in official statistics. The tender period concludes on 10th May 2022, while the project will require delivery in the region of UKM75. The total budget allocated for this research is £75,000, and it falls under the services category, with an emphasis on qualitative and participatory research approaches.

This opportunity presents a viable prospect for organisations specialising in social research, homelessness services, and community engagement. Businesses that can demonstrate expertise in qualitative analysis, stakeholder engagement, and have a history of working with vulnerable populations would be particularly suited to compete for this contract. The insights garnered from this research will not only inform public policy but also support service providers in enhancing and tailoring their offerings to better meet the needs of those experiencing housing challenges.

## Notice

The overarching aim of this research is to reach a better understanding of those people who are homeless, at imminent risk of homelessness or who face housing insecurity but do not appear in Scotland's official figures. This includes people who do not approach their local authority for help; people who approach their local authority but do not get a response that meets their needs; those who find alternative solutions; or those who do not see themselves as homeless. An improved understanding of the different routes into and out of homelessness will help us address gaps in provision and make Scotland's homelessness system more responsive to people's needs.

### Lot Information

Lot 1

We envisage this research being conducted in several stages but we would also like suppliers to include ideas and detail about how they would conduct the research fieldwork and ensure the quality of data analysis and reporting outputs. The first stage should include a review of existing evidence on hidden homelessness in Scotland. The second stage would be qualitative and/or participatory research, engaging with people with lived experience of housing insecurity and hidden homelessness, as well as public and third sector organisations with access to and knowledge of people with lived or frontline experience of housing insecurity and hidden homelessness to better understand the Scottish context.
