## Summary

The Scottish Government is currently engaged in a public procurement process for a tender titled "Housing Insecurity and Hidden Homelessness." This initiative falls under the general public services category and aims to enhance understanding of homelessness and housing insecurity in Scotland. The tender is active, with submissions due by 10th May 2022, and the associated project involves various stages of research over a contract period of 180 days. The procurement method is open, allowing for electronic submissions via the provided link. The tender process is centred in Edinburgh, where the Scottish Government is based.

This tender presents significant opportunities for businesses specialising in social research, data analytics, and community engagement. Companies that have experience working with vulnerable populations or tackling issues related to homelessness will find this procurement particularly relevant. Businesses capable of conducting qualitative research and demonstrating strong insurance credentials may be well-positioned to compete for this tender, contributing to the development of a more responsive homelessness system in Scotland.

## Notice

The overarching aim of this research is to reach a better understanding of those people who are homeless, at imminent risk of homelessness or who face housing insecurity but do not appear in Scotland's official figures. This includes people who do not approach their local authority for help; people who approach their local authority but do not get a response that meets their needs; those who find alternative solutions; or those who do not see themselves as homeless. An improved understanding of the different routes into and out of homelessness will help us address gaps in provision and make Scotland's homelessness system more responsive to people's needs.

### Lot Information

Lot 1

We envisage this research being conducted in several stages but we would also like suppliers to include ideas and detail about how they would conduct the research fieldwork and ensure the quality of data analysis and reporting outputs. The first stage should include a review of existing evidence on hidden homelessness in Scotland. The second stage would be qualitative and/or participatory research, engaging with people with lived experience of housing insecurity and hidden homelessness, as well as public and third sector organisations with access to and knowledge of people with lived or frontline experience of housing insecurity and hidden homelessness to better understand the Scottish context.
