## Summary

The Scottish Government awarded a contract for the tender titled "Modelling a New Domestic Energy Efficiency Metric" to Building Research Establishment Ltd. The procurement process was completed on June 20, 2022. The contract is valued at £93,768.00 GBP. The procurement falls under the services category and was conducted using an open procedure. The Scottish Government as the buying organization is located in Glasgow, UKM, and the industry category is Education.

This public procurement opportunity for modelling a new domestic energy efficiency metric offers potential business growth for companies in the services sector particularly focused on energy efficiency solutions. Businesses dealing with housing and community amenities, education services, and general public services are well-suited to compete in this tender. The submission deadline for this tender was on May 31, 2022, with electronic submissions accepted.

## Notice

6. The objectives of this research are as follows: A. To identify two possible options for a new 'energy efficiency' metric as set out in paragraph 5 (A & B), and indicate if any SAP/RdSAP changes are required. This research should consider possible variables that could be used for 5B (Fabric Energy Efficiency metric) and advise SG on this in the interim stage 1 report. SG will then take a decision on which one we want tender to take forward for full modelling (see para 7). For each of options A & B, the research must: B. Quantify the modelled values in each metric, in kWh per m2 or other appropriate unit, for each record level dwelling in a suitable housing stock profile dataset. C. Produce new EPC ratings for each metric, to include but not limited to: develop a calculation to convert each metric value into an EPC rating on scale (1-100); investigate options for banding the new scale (linear, exponential); and investigate how to translate the new scale from the current EER scale. The outputs of objective B could be used to set a suitable upper and lower bound for each revised EPC band. D. Estimate the costs and attainability of retrofitting existing dwellings to achieve a higher standard of energy efficiency, using this new metric and scale to identify the energy efficiency measures required to reach an equivalent standard.
