South Lanarkshire Council (SLC) is looking to procure the services of a suitably accredited contractor for the secure destruction of confidential waste from South Lanarkshire Council premises. The Council may also supply access to our consoles by any partnership organisations within our buildings (such as DWP). SLC will manage this process. South Lanarkshire Leisure and Culture Ltd (SLLC) and Lanarkshire Joint Valuation Board (LVJB) will also place orders under this contract. The contractor shall provide a scheduled off-site shredding service plus an additional ad-hoc service with on-site and off-site shredding options. The contractor shall also supply secure confidential waste consoles, confidential waste sacks and secure wheelie bins.

The procurement for Secure Destruction and Confidential Waste will be carried out through an Open Tender process on Public Contracts Scotland Tender (PCST). Interested bidders will have to complete the 3 envelopes as part of their submission. Qualification - Completion of the Single Procurement Document (SPD) and any mandatory/exclusion criteria set out by the Council. Technical - Evaluation of quality questions assessing technical capability. Commercial - Evaluation of Price The Technical and Commercial weighting will be 60% and 40% respectively. Bids will be assessed on the Most Economically Advantageous Tender (MEAT). The contract will be for an initial 3 year period with an optional extension period of up to 24 months at the discretion of the Council..   Secure Destruction of Confidential Waste - As part of the responsibilities under the Data Protection Act 2018 and duties under the General Data Protection Regulation, the Council is required to have robust procedures in place for the secure management of its information including its secure and confidential destruction.
