## Summary

The Scottish Government, acting as the buying organisation, has completed the procurement process for the provision of research into the development of heat and building standards for Scotland's existing homes. The tender falls under the industry category 'services' and was conducted openly using the 'open procedure' procurement method. The contract, with a value of £99,855, was awarded on 21st July 2022. The location of the buying organisation is Glasgow, UK, with key contact information provided. The project aimed to contribute to Scotland's emissions reduction targets by decarbonising homes and buildings.

This tender presents opportunities for businesses in the energy efficiency and research sectors. SMEs, particularly those specialising in energy systems and sustainable building solutions, would be well-suited to compete. The tender, initiated by the Scottish Government, sought to address the need for zero emissions heating and increased energy efficiency in existing domestic homes in Scotland. With a focus on public services and environmental sustainability, businesses aligned with these objectives could benefit from engaging in similar future procurement opportunities in this industry category.

## Notice

The Climate Change (Emissions Reduction Targets) (Scotland) Act 2019 set legally binding targets for Scotland to achieve net zero by 2045, with interim targets requiring a 75% reduction of emissions by 2030, and 90% by 2040. Scotland's buildings account for approximately a fifth of our emissions, and therefore decarbonising Scotland's homes and buildings will play a significant part in meeting these targets. The Heat in Building Strategy (HiBS), published in October 2021, sets out a pathway to achieving zero emissions buildings in Scotland by 2045. The Scottish Government (SG), on behalf of Scottish Ministers, wish to commission research to inform the development of a 'Heat in Buildings Standard' to apply to existing domestic homes in Scotland. This will fulfil commitments made by Ministers in the Heat in Buildings Strategy (October 2021) , to introduce regulations from 2025 onwards requiring all existing buildings to use zero emissions heating and achieve a good level of energy efficiency. This work is being developed by the SG Heat in Buildings Regulation Unit, which is within the Heat in Buildings Division of the Energy and Climate Change Directorate.
