## Summary

The Scottish Government is currently in the Tender phase for the procurement of services related to the "Scottish Pubs Code for tied pubs: impact assessment". This project aims to evaluate the economic and social implications of the Scottish Pubs Code. The procurement is taking place in Aberdeen, Scotland, with the submission deadline set for 13th June 2022 at 12:00 PM. The contract is being offered under an open procurement method, encouraging broad participation from interested service providers.

This tender represents a significant opportunity for businesses specialising in economic analysis, policy research, or consultancy within the hospitality sector. Companies with expertise in the economic modelling of market regulations, particularly in food and drink, would be well-positioned to submit proposals. Additionally, organisations that can illustrate a comprehensive understanding of the tied pubs sector and its dynamics, including investment strategies and tenant relations, will find this procurement process advantageous for business growth.

## Notice

There are three key objectives: Provide economic modelling on the impact of various options for the Scottish Pubs Code in terms of economic and social costs and benefits, expressed as economic values, for consumers, tenants, arbitration professionals/surveyors pub-owning businesses and brewers. This should include the impact on; the shape of the sector (in terms of pub closures or turning pubs into other pub models such as franchise agreements), investment in tied pubs opportunities for new entrants to the tied pub sector; the share of profits between tenants and pub-owning business. Identify what is the optimum production level for the Scottish Government to set for brands of beer to achieve the public policy objectives on guest beer . We would welcome your proposals about the best way to achieve this. Identify what is the appropriate level of investment to merit a Market Rent Only exemption, the first consultation proposed GBP35,000 or 1.5 times annual rent, whichever is higher, and what might be the impact of setting such a level.
