## Notice

Glasgow City Council is looking to enter the market to procure SMART technology hardware and software solutions, inclusive of vehicle telematics, onboard weighing systems , both of which can be retrofitted onto our existing fleet. To ensure that all data captured from these systems is easily accessible, it is essential that each system has the ability for software integration via a real time web based portal. This portal shall create a single point of contact for all real time data relating to both systems and be capable of generating bespoke reporting to suit the Council's requirements.

As detailed in section ii.i.4 The output requirements for each system is detailed below. Telematics Solution Real-time vehicle locations Real Time Vehicle Positioning Details of Historic Journeys Vehicle Activity Reports Scheduled Report Audit Log Report Geo-fence Report Location Reports Utilisation Reports Speeding Report Vehicle Health Report Activity Search Snail Trail Energy Consumption Reports Collision Notification Crash data Tamper system reporting Bespoke Report Driver profiling Harsh driving behaviour, including acceleration, braking and cornering Speed offences Idling - with ability to set parameters Over revving Rating of the driver Behaviour Bespoke Report Weighing System Minimum Accuracy plus or minus 5 per cent of load Audible in cab overload alarm Visual in cab overload alarm Packer plate cut off - on applicable vehicles Real time load monitoring from a remote location Ability to integrate with GCC's chosen telematics system and other third-party tracking systems Tamper proof - via pin or biometric identification At the request of the council all data should have the capability of being reported through an API (Application Programming Interface), in line with the IT provider for the council. At this stage GCC has not determined a procurement route and are currently exploring two options. Option 1 Secure a single supplier to supply and fit all elements of the hardware and software. Ensuring full system integration and liability for the account management and warranty. Option 2 Undertake a single procurement inclusive of lots for both elements where bidders can decide to either bid for one or both elements. Lot 1 Telematics Hardware and Software Solution Lot 2 Vehicle Weighing System Hardware and Software The contract would specify the requirement for integration of both the software/ web based management portal therefore leaving the liability with the supplier to ensure this. In the future GCC will also be looking to introduce camera systems to our fleet, with an additional requirement being that these too must have the ability for integration.
