## Summary

The City of Edinburgh Council is conducting a procurement process for the provision of a Category 1 C Shared House, aimed at providing shared accommodation for individuals and couples, with up to forty-five bedrooms. The procurement is currently in the Award stage, reflecting the finalisation of the contract. Key details include the contract value of £528,105, with the contract signed on 7th April 2022. The procurement method employed is a selective procedure under services in the category of general public services, with a delivery location in Edinburgh (UKM75).

This tender presents an opportunity for businesses in the accommodation and housing sector, particularly those experienced in managing shared living spaces and supporting vulnerable populations. Companies that provide housing solutions that meet the criteria set by the Council, including accessibility and low turnover of residents, would be well-positioned to compete. With an emphasis on compliance with care standards and inclusivity for individuals experiencing housing challenges, suppliers offering innovative and reliable accommodation services can significantly benefit from this contract.

## Notice

This contract is for the provision of Shared House. A Shared House is accommodation with up to forty-five bedrooms (any properties with more rooms must have prior agreement with the Council). Each household (usually an individual or a couple) must have their own lockable bedroom, access to bathroom, living room and kitchen (see service specification for detail for each rooms requirements) It is expected that turnover of rooms will be low. It can take up to two years or more for people assessed as homeless to be offered alternative accommodation. Average length of stay for Shared Houses is approximately 5 months though some are significantly higher or lower than this. Priority will be given to accommodation that does not breach the Unsuitable Accommodation Order by providing either self-contained properties within a block with staff on site 24 hours a day or a shared property which provides each household with exclusive use of toilet and personal washing facilities and access to a living room and kitchen which may be shared with other households. To be deemed as suitable, accommodation must also be accessible 24 hours a day.
