The Edinburgh Science team will provide additional communications resource in the form of spokespeople on behalf of Zero Waste Scotland to provide citizens attending the exhibition with core information about overconsumption, the circular economy and the CE Bill consultation. The immediate availability of a suitable exhibition resources from Edinburgh Science allow the consultation to be supported through this direct award to Edinburgh Science.

### Procurement Information

Zero Waste Scotland intends to mount a travelling exhibition to five of Scotland's cities to support the consultation process for the Circular Economy Bill. The Edinburgh Science Foundation has previously curated a suitable exhibition, CONSUMED, which can be made available for Zero Waste Scotland's purposes. The grounds for awarding contract without a prior call for competition are that: (1) Competition is absent for technical reasons (The Edinburgh Science exhibition already exists; No other potential tenderer could create an exhibition from scratch in the required timescale; The additional costs for another potential tenderer to create a new exhibition from scratch do not represent value for money). (2) No other supplier could provide the Edinburgh Science exhibition to Zero Waste Scotland, due to the Edinburgh Science Foundation's ownership of IPR in relation to the exhibition. (3) The circumstances (that no reasonable alternative or substitute exists and the absence of competition) have not arisen because of an artificial narrowing of the procurement parameters for the project on behalf of Zero Waste Scotland.
