## Summary

South Lanarkshire Council has conducted a negotiated procurement process for a contract titled "Negotiated Contract for the Supply of Ad-Blue Fuel Additive," essential for their Fleet and Environmental Services. This contract, valued at £160,005, was awarded on 8 June 2022, following a Quick Quote published on 17 March 2022, which closed on 1 April 2022. Despite inviting six suppliers, no proposals were submitted; thus, the award was justified under the Negotiated Tendering Procedure based on the absence of suitable tenders. The location of the procurement is Hamilton, Scotland, and it falls under the category of goods, specifically aimed at enhancing fleet operations by lowering NOX emissions from diesel engines.

This procurement opportunity is particularly suitable for suppliers specialising in fuel additives and related environmental products. Businesses with experience in bulk chemical supplies or those providing eco-friendly solutions would be well-positioned to compete. The lack of bids suggests potential gaps in the market, presenting an avenue for new players or existing companies to expand their service offerings and build relationships with a local government authority focused on compliance with environmental standards.

## Notice

South Lanarkshire Council's Fleet and Environmental Services have a requirement to purchase Ad-Blue fuel additive in both bulk deliveries and in smaller 1000Ltr IBC's. Ad-Blue is an additive that is used by Fleet Services as a mix for their Diesel engine vehicles to lower NOX emissions. South Lanarkshire Council's Procurement Service published a Quick Quote via PCS-T on the 17th March 2022 with a closing date of 1st April 2022 at 12:00. 6 suppliers were invited to participate. No bids were received by the closing date. It has been identified that the lack of interest is related to the size of canisters required, however Charles Tennant & Company Limited have been supplying the 1000Ltr IBC's as per the Councils requirements for a number of years. The award of this contract under the Negotiated Tendering Procedure can be justified under Standing Order 9.3.1/9.3.2 of the Council's Standing Orders on Contracts for the following reason: (a) As a result of the Quick Quote no suitable tenders to participate were received, and the initial conditions of the contract will not be substantially altered. The contract between the Council and the contractor will consist of the Council's Standard Terms and Conditions of Contract for Supplies
