## Summary

The City of Edinburgh Council has recently completed a procurement process for the "Category 1 C Shared House," aimed at providing accommodation for individuals and couples, with a capacity of up to 45 bedrooms. This contract, valued at £469,474, was awarded on 14 June 2022. The procurement method used was a restricted procedure, which falls under the services category. The initiative is located in Edinburgh, with an emphasis on ensuring suitable living conditions in compliance with the Unsuitable Accommodation Order. The notice for this contract was part of an established Temporary Accommodation Flexible Purchasing System.

This tender presents significant opportunities for businesses in the accommodation and housing support sectors, particularly those that specialise in providing shared living environments or temporary housing solutions. Companies with experience in delivering supportive housing services, especially those that can ensure accessibility and compliance with health and safety standards, are well-positioned to compete for future contracts. Additionally, small to medium-sized enterprises that can offer innovative solutions in shared accommodation and support services may find this a favourable market to explore for growth.

## Notice

This contract is for the provision of Shared House. A Shared House is accommodation with up to forty-five bedrooms (any properties with more rooms must have prior agreement with the Council). Each household (usually an individual or a couple) must have their own lockable bedroom, access to bathroom, living room and kitchen (see service specification for detail for each rooms requirements) It is expected that turnover of rooms will be low. It can take up to two years or more for people assessed as homeless to be offered alternative accommodation. Average length of stay for Shared Houses is approximately 5 months though some are significantly higher or lower than this. Priority will be given to accommodation that does not breach the Unsuitable Accommodation Order by providing either self-contained properties within a block with staff on site 24 hours a day or a shared property which provides each household with exclusive use of toilet and personal washing facilities and access to a living room and kitchen which may be shared with other households. To be deemed as suitable, accommodation must also be accessible 24 hours a day.
