The scheme is due to go live in 2023 and will be centered around the installation of insulation, heating and micro-generation measures and is targeted at those who are in or at risk of fuel poverty. This is a re-procurement of the Warmer Homes Scotland (WHS) contract which will expire on 30 June 2023. The current WHS service is supported by a Quality Assurance and Audit (QAA) contract and the Scottish Government intends to procure a new QAA contract to support delivery of the Heat in Buildings Programme new national scheme. The purpose of the associated QAA service is to give the Scottish Government confidence that the services provided and the installation of measures undertaken under the new national scheme are compliant in terms of both the national scheme contract and the prevailing legal and retrofit industry standards including PAS 2030/2035 and MCS. The successful QAA agent will be required to carry out various different types of on site and desk based inspections, audits and reports.
