OverviewThe Scottish Government is embarking on a new flagship change programme to improve the performance and efficiency of how corporate shared services are provided to core Scottish Government and other public bodies in Scotland.With significant multi-year investment in technology planned, the corporate shared services programme will deploy the solutions and platforms required to enable operational and cultural change to meet user needs and provide a better customer experience. It has been agreed that the scope of phase one will be to improve the current shared service capability in Finance, Purchase to Pay and HR. This will then provide a foundation for further growth to support the government's wider vision for shared services and the ability to be a data driven organisation.This role sits within the Purchase to Pay Governance (P2PG) branch, which is part of the Scottish Procurement & Property Directorate. The branch is responsible for supporting and managing the Scottish Government's (SG) corporate Procurement Shared Service. The service provides cloud based, on-demand Procure to Pay (P2P) tools for over 2,500 core SG and partner customers. Circa PS1.6 billion worth of orders for goods and services flow through the applications annually.The corporate shared services programme is the initial focus of this role but will widen as the portfolio of corporate transformation programmes expands. This is a great opportunity to be involved in the early stages of creating this new organisation.As a Data Analyst on the corporate Shared Services Programme, you will have a key role in helping the project team and our stakeholders understand corporate services data by thorough investigation and the presentation of data in a way that supports understanding.Data scrutiny will focus on file based data sets and use of tools like Excel and Power BI. Tools and data sources are likely to change over time, applicants should be adaptable to operational changes.The post holder should be a first-rate communicator with a high degree of soft skills. An eye for quality and accuracy is essential. We will work closely with you to foster an appreciation of purchasing governance and why it is vital to the capable management of public funds.The role requires a proficient and experienced data professional who is capable of working at pace to deliver accurate and timely data to the P2P work stream and the wider project. This role would suit someone who is output driven and capable of task switching.The successful candidate must be able to work with limited supervision, display good judgement, strong planning abilities, organisational and influencing skills, in order to deliver accurate P2P data outputs accurately and on timeA strong track record of delivering results by building and maintaining productive working relationships, trust and credibility with both colleagues and stakeholders. Good investigatory and research skills are required to scrutinise data sources.
