## Summary

The procurement process titled "DMPK and IN VITRO Biology Studies" has been initiated by Heriot-Watt University, located in Riccarton, Edinburgh. This process falls under the education industry category and is currently complete. The contract is valued at £83,016 and was signed on 1st August 2022. This project involved a limited procurement method without prior publication, as the university identified APTUIT (VERONA) SRL as a suitable supplier due to their specialisation in pulmonary fibrosis, which requires specific technologies not readily available from other contractors.

This tender presents significant opportunities for businesses in the life sciences and pharmaceutical sectors, particularly those with expertise in drug metabolism and pharmacokinetics (DMPK) and in vitro studies. Companies that can offer innovative solutions or advanced technologies relevant to pulmonary fibrosis research may find themselves well-positioned to compete for similar contracts in the future. The collaboration between academic institutions and specialised suppliers like APTUIT highlights the need for businesses that can engage in cutting-edge research and development projects.

### Lot Information

Lot 1

Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: Research of the marketplace has identified supplier Aptuit (Verona) Srl as a specialist in pulmonary fibrosis, using pre-existing technologies that are not immediately available with other contract research organisations The overall scope of the project is to further develop and optimise novel compounds that promote activation of the enzyme EPAC1, which is repressed in human patients with pulmonary fibrosis. The work will inform what future chemical modifications to EPAC1 activators will be required for activity, solubility, metabolic stability, permeability and minimised potential toxicity, to mitigate risk for animal testing. The principal purpose of the contract is to acquire goods in a timely manner in connection with research undertaken by the University on behalf of funding parter - Scottish Enterprise.
