There are three key objectives: Provide economic modelling on the impact of various options for the Scottish Pubs Code in terms of economic and social costs and benefits, expressed as economic values, for consumers, tenants, arbitration professionals/surveyors pub-owning businesses and brewers. This should include the impact on; the shape of the sector (in terms of pub closures or turning pubs into other pub models such as franchise agreements), investment in tied pubs opportunities for new entrants to the tied pub sector; the share of profits between tenants and pub-owning business. Identify what is the optimum production level for the Scottish Government to set for brands of beer to achieve the public policy objectives on guest beer . We would welcome your proposals about the best way to achieve this. Identify what is the appropriate level of investment to merit a Market Rent Only exemption, the first consultation proposed GBP 35,000 or 1.5 times annual rent, whichever is higher, and what might be the impact of setting such a level.
