## Summary

The consultancy services tender managed by the LHC for the Scottish Procurement Alliance (SPA) highlights an extensive procurement process for a framework covering numerous consultancy areas. This includes architectural, project management, civil, and environmental consultancy services across Scotland with the buyer organisation located in Livingston. The procurement is structured in multiple lots reflecting various professional services, and it began with an invitation in August 2022. The procurement method employed is an open procedure, extending over a contract period lasting 1440 days, with a substantial financial envelope set at GBP 10 million. The process, now progressed to the award and contract stages by June 2025, involves multiple active contracts and suppliers, focusing on delivering the consultancy services as outlined in the tender specifications.

This tender offers significant business growth opportunities in the consultancy sector, especially targeting SMEs due to specific encouragement towards subcontracting and community benefits. Companies involved in architecture, engineering, and environmental consultancy are well-poised to benefit from such frameworks. This is further supported by the emphasis on broad scope services aligned with RIBA work stages, planning, and multi-disciplinary solutions. Firms that bring experience and meet specific professional qualifications, such as membership in relevant industry bodies (e.g., RICS, ARB), are best positioned to compete successfully in this dynamic framework. This facilitates expanding their portfolios and contributing to various public sector projects throughout Scotland.
