## Summary

The public procurement contracting process for the project "Wind and wave tank testing" was awarded to Wave Energy Scotland Limited. The project, based in Inverness, falls under the industry category of Technology research and development support. The procurement method used was a limited procedure without prior publication of a call for competition. The key date for this award was on 30th November 2022. The project aimed to test hybrid platforms using wind and wave technologies.

This tender, led by Wave Energy Scotland Limited, presents an opportunity for businesses involved in technology research and development support to participate. Companies with expertise in tank testing of hybrid platforms, particularly in the fields of wave energy and offshore wind, would be well-suited to compete. The project's focus on testing wave energy devices on floating offshore wind type platforms opens avenues for research and development in the renewable energy sector and can contribute to innovation and knowledge-sharing within the ocean energy industry.

## Notice

### Lot Information

Lot 1

Edinburgh Innovations Limited is the commercial subsidiary of the University of Edinburgh. This contract is lead by FloWave (part of the University), and for ease, we will refer to FloWave in this Contract Award Notice. The requirements of this project are to better understand the physical interaction and performance of wave energy devices when mounted on a floating offshore wind type platform as peer reviewed data on the performance and feasibility of these hybrid structures is limited. WES wishes to undertake a programme of work to generate knowledge which is of relevance to knowledge which is of relevance to its own research interests, but also share relevant data with the wider ocean energy sector. The results from the tank will be analysed by WES to determine the accuracy of the numerical model and which of the configurations looks the most promising. WES will investigate different configurations to determine which are likely to give the best power output for the smallest wave devices or the lowest quantity. From here it is possible to optimise the configuration and identify the 'ideal' hybrid platform.

Options: time only extension if needed for data sharing.

### Procurement Information

The Wind and wave tank testing proposed in this project requires a number of these specialist activities which are closely linked, with each requiring inputs/outputs from other activities. A key parameter in the design of a tank test campaign is the water depth of the tank compared to the expected full-scale site, and therefore the 'scale' of the test model. The scale will determine the physical size of the model, along with forces and movements and through to the choice of instrumentation and equipment. The scale should allow for suitable accurate representation of the full-scale system, but without being too large. The length and width of the tank, along with the number/type of wave makers and the wave absorbers is also important as this can impact on the type of waves which can be generated and possible reflections between the model being tested and the sides of the tank. Therefore the water depth and size of the tank are technical aspects to be considered. Flowave's circular tank allows the direction of the wave approaching the test platform to be easily changed in the tank settings, rather than having to physically move and reorient the model in the tank. This has advantages regarding the quality and accuracy of waves generated. The wind and wave tank testing project requires a number of these specialist activities which are closely linked, which each requiring inputs/outputs from other activities. Design iterations require details of the tank capabilities, model build requirements as well as optimal configurations identified by numerical modelling. Results from the tank tests will feed back to determine other configurations which may need to be modelled, either physically or numerically. FloWave also have the capability to do the scale model design and coordinate building of the physical test model. FloWave's test facilities and capabilities are considered uniquely suitable for WES's requirements and WES considered that competition is absent for technical reasons.
