## Summary

The Scottish Courts and Tribunals Service recently awarded a contract for the provision of Library Subscriptions. The buying organisation, Scottish Courts and Tribunals Service, located in Edinburgh, UK, used a limited procurement method which was an award procedure without prior publication of a call for competition. The tender, titled "Provision of Library Subscriptions," falls under the industry category of goods. The procurement stage is complete, with the contract being signed on September 6, 2022, and the contract value being £3,678,974.13 GBP.

This tender for library subscriptions provides opportunities for businesses, especially those in the legal publications market and suppliers of loose-leafs and journals. As the procurement method was specific to Thomson Reuters due to their monopoly in the market, businesses well-suited to compete are those offering similar legal publications services. The contract includes negotiated benefits such as extended claim periods, reduced annual price increases, and supplier-environmental impact reports, indicating potential long-term collaborations for business growth.

### Lot Information

Lot 1

Thomson Reuters is a monopoly in the legal publications market and therefore, Thomson Reuters were negotiated with directly to establish a Contract for the provision of library subscriptions.

### Procurement Information

Thomson Reuters is the major suppliers of legal publications used by SCTS. They are publishers of the material we purchase, and having a de-facto monopoly, they are the only one that can provide the material. An attempt had been made by procurement to see if intermediaries were able to provide better agreements but being the material published by Thomson Reuters, they are the only one able to provide a better deal. With the contract in place, we have negotiated to: - Have a longer period for claims in case of not receipt of some goods in the remote courts, for which we are not always informed in a timely manner - Reduced annual price increase for the full duration of the contract - Start receiving carbon footprint reports from the supplier to understand if any steps could be taken to reduce SCTS environmental impact
