A continued workforce engagement objective of our PS action plan is a 2023 Council wide Staff survey (6,500 headcount). The survey aims to be able to report on what it feels like now to work for DGC and explore what more DGC can do to influence employee engagement levels positively. An outcome of the project will be to nudge employee culture in the direction that encourages employees to work ever more effectively together to meet the challenge of an ongoing transformation in the way Public Services are delivered, whilst at the same time maintaining and improving employee wellbeing. The project method includes procuring an employee engagement specialist supplier. We hope the survey will create a baseline to track engagement progress over the next five years. The survey design will also allow internal and external benchmarking, and some trend comparisons across the UK, Scotland and locally. The six PS outcomes will be broad topic areas for our questions. The bespoke survey design will be complex, as whilst ensuring no way of identifying individual responses, it will include an individual measure of engagement that can be summarised at defined levels of the structure. Consideration also needs to be given to how our staff without access to a Council work email and/or device will be able to inclusively access the survey. DGC is in the process of rolling out Multi Factor Authentication (MFA) where staff can access Council applications/software on their own device, from anywhere, any time. As a result we would prefer not to use paper copies of the survey, however we need to ensure that we are being inclusive to all staff with the opportunity to engage in the survey. The survey will include approximately 80 - 100 questions that will understand attitudes to a wide range of engagement influences within the workplace. The survey will include some DGC specific questions which will help test the extent to which our SUPPORT behaviours are embedded and help us understand the relationship between attitudes to the behaviours and employee engagement levels. We require the company to: brand the survey, working with our in-house Graphics colleagues; ensure that the survey is accessible on all devices and compatible with Apple/Android, Windows etc.; ensure that survey is designed in a way as to enable staff to complete in sections with regular reminders, with reminders being effective; produce mid-way reporting to enable targeted encouragement to complete; break down data without identifying staff; ensure that we receive the raw, editable data in a compatible format for DGC reporting systems (Microsoft Office 365 - for example Excel and Power BI); and consider if support is available with analysing data trends etc. A further outcome of the project will be a revised strategy for employee engagement within DGC that will provide direction for at least the next five years, which relevant to this procurement includes: To establish a visible identity across DGC, using branded, compliant images and materials To implement an inclusive digital engagement tool (considering MFA) Our aim is for the tender to under 50,000GBP and be live by early December 2022, remaining live until mid-January, with intention of award by February 2023, enabling us to work with provider to have survey live for May 2023. The survey will be live until start of summer recess (30 June 2023), which then enables data analysis during July and August, with publication and communication of survey results by early September 2023.
