Tenderers are invited to propose the method that they deem appropriate for determining the views of different groups in Scotland, and the factors influencing preferences. We anticipate that the specifics of the research design will be informed by the findings of the evidence review, however, we expect that an online survey using a large sample - or multiple samples - will be required to enable robust conclusions to be drawn about different sub-populations. We welcome proposals on how the quantitative data can be complimented by qualitative data collection, such as interviews or focus groups. Analysis of the data collected to draw conclusions about how the Scottish Government could work with trusted messengers, use specific channels and formats, and target particular moments to maximise the effectiveness of its public engagement on heat decarbonisation, including the strategies that would work best with particular groups. A detailed explanation of the proposed methodological approach, including any limitations, should be provided.
