## Summary

The Crown Office and Procurator Fiscal Service (COPFS) has entered into a contract with Applications DBA Ltd to provide Oracle Database Administrator Services. This service is critical for the planning, design, and migration of COPFS's Oracle database systems, ensuring the transition of datacentres to offsite locations, and supporting the development of a next-generation Case Management System. The contract, valued at £429,000, runs from 28th November 2022 to 27th November 2025. Located in Glasgow and classified under services (CPV code 72250000), the procurement method used was a limited procedure due to technical reasons that precluded competition. The original contract was extended to accommodate the ongoing in-flight projects, with a new end date set for 27th November 2025.

This tender offers significant business growth opportunities for companies with expertise in Oracle DBA and related IT infrastructure. Ideal candidates would be businesses with a proven track record in handling complex database environments and providing robust IT solutions. The necessity for detailed technical understanding of COPFS systems, such as FOS and PROMIS, means that firms capable of delivering high-quality knowledge transfer and supporting transition phases will benefit most. This contract also provides an avenue for SMEs specialising in IT services to establish long-term relationships with a key government body, further enhancing their market credibility and expanding their portfolio.

### Lot Information

Lot 1

The Crown Office and Procurator Fiscal Service (COPFS) will be entering into a contract with Applications DBA Ltd to supply Oracle Database Administrator Services for its business-critical Database Environment; for the planning, design and migration of our Oracle database systems to support the remaining transition of COPFS' datacentres to offsite locations; the planning, design and development of our next generation Case Management System; and establishment of enhanced IT and business resiliency systems. This requires in-depth knowledge of COPFS current environment and infrastructure as well as extensive experience and up to date qualifications and skills in Oracle DBA to be able to provide knowledge transfer, support the transition of new team members and produce detailed systems documentation for COPFS case management systems, activities requiring bespoke and detailed technical understanding of COPFS FOS, PROMIS and other case management systems This is a business-critical service and for technical reasons competition is absent. The original contract was envisaged to be complete by November 2024 however to successfully complete the activities surrounding our in-flight projects it is necessary to retain the services delivered from the incumbent supplier for a further 12 months.

### Procurement Information

Under the Public Contracts (Scotland) Regulations 2015 33(b)(ii) competition is absent for technical reasons. COPFS has encountered issues attracting and recruiting experienced staff for its Database Team. This has dramatically increased COPFS reliance on 3rd party services as the team are not fully resourced and are still acquiring the required knowledge and skills to migrate the current Database Environment and Infrastructure and to support the legacy systems. It is crucial to ensure continuity and successful management of the database environment, that the 3rd party service is supplied by an organisation that has the required in-depth knowledge of COPFS environment and infrastructure, including FOS and PROMIS, as well as extensive experience and up to date qualifications and skills in Oracle DBA.
